Digital Connectivity Rating (DCR) follows a structured, transparent five-step process defined under the Rating of Properties for Digital Connectivity Regulations, 2024, ensuring objective and standardised assessment of digital connectivity within properties.

Property Manager submits application and prescribed forms on the DCR platform.

On-Site Assessment

Stage-II verification of infrastructure, performance, and resilience.

Final Rating

Scoring, certification, and publication of Digital Connectivity Rating.

Step 1: Property Registration

  • Property is registered on the official DCR platform
  • Submission of Form-2, Form-3 and supporting documents
  • Unique Request Identification Number (URIN) is generated

Output: Registration confirmation and URIN

Step 2: Document Review & Due Diligence

  • Verification of submitted information and declarations
  • Assessment of regulatory and category applicability
  • Baseline readiness evaluation

Step 3: Preliminary Evaluation

  • Preliminary findings shared with Property Manager
  • Mandatory and recommended action points highlighted
  • Opportunity provided to improve readiness

Step 4: On-Site Assessment

  • Physical verification of connectivity infrastructure
  • Measurement of coverage, performance, redundancy and resilience
  • Validation against Rating Manual parameters

Step 5: Final Scoring & Rating Certificate

  • Consolidation of findings and final scoring
  • Issuance of Digital Connectivity Rating Certificate
  • Publication on the DCR platform with defined validity
